La coopération décentralisée.
Notre ambition est de faire de notre économie, l’économie gabonaise, une économie dynamique.
Pour cela, il nous faut implémenter de nouvelles stratégies. Une de ces stratégies innovantes que je propose est la coopération décentralisée.
La coopération décentralisée, c’est la possibilité, pour une collectivité territoriale, de lier des partenariats avec des collectivités étrangères dans le but de favoriser les échanges et les interactions. La coopération sur laquelle je compte mettre l’accent, c’est celle économique et sociale, avec la délocalisation des entreprises étrangères publiques ou en partenariat public-privé, et les programmes d’échanges afin de faciliter le transfert de connaissance, de compétence et de technologie.
I- Les objectifs de la coopération décentralisée
Favoriser la délocalisation d’activités étrangères au Gabon, pour nous permettre de connaitre une croissance économique.
Exemple: Dans le cadre de ces accords des opérateurs économiques français s’installeront à Kango ou Fougamou, en négociant directement avec l’autorité publique concernée.
Une aide au développement directement à la disposition des collectivités territoriales en contournant les administrations centrales des Etats. C’est-à-dire que les partenariats se feront entre collectivités pour permettre le développement des différentes localités.
Un développement Nord-Sud et Sud-Sud, plus en phase avec nos réalités et nos attentes.
Mettre en place un dispositif d’échange, de partenariat entre deux villes de pays différents. C’est ce qu’on appelle le jumelage.
Exemple: Le Gabon a été bénéficiaire d’un projet de coopération décentralisée qui avait pour thème: Eau Santé Education pour Tous! Ce projet s’est inscrit dans le cadre de la convention de coopération franco-gabonaise entre la ville de Clermont-Ferrand et la ville d'Oyem, signée le 12 avril 2006, et qui déterminait les domaines d'intervention suivants: l'hygiène, la propreté, la santé et l'éducation.
Il concernait les villages de Nkang et Bissok distant à 15 et 50km de la Ville d'Oyem. L’Objectif global du partenariat était d’alimenter en eau potable ces villages et de favoriser des activités agricoles productives et respectueuses de l'environnement.
Dans le cadre de la santé par exemple, on pourrait avoir des partenariats entre les hôpitaux du Gabon et ceux des pays étrangers. En jumelant par exemple un hôpital public gabonais à un hôpital français, cela permettrait à des médecins français d’apporter leur expertise dans les hôpitaux gabonais et dans l’autre sens, aux médecins gabonais, d’aller se perfectionner dans les hôpitaux français.
II. Avantages de la coopération décentralisée
1- Pour le pays hôte: Gabon.
Un transfert de compétences et de technologie
La formation de la main d’œuvre locale dans les domaines d’activités de ces entreprises.
La création d’emploi
L’augmentation des recettes fiscales.
La diminution du niveau de chômage (22% de façon général, et 38% chez les jeunes, en 2023).
Exemple:
L’activité des centres d’appel au Maroc a connu, ces dernières années, une très forte croissance. Ce secteur d’activité est d’ailleurs considéré parmi les plus porteurs en matière de création d’emplois et comme ayant un fort potentiel en matière d’investissement. On parle en 2019, de plus de 48 milliards de FCFA générés chaque année et il emploie près de 100.000 Marocains. En septembre 2021, sur 7.360 postes ouverts, c’est bien 68% d’entre eux concernent les métiers des centres d’appels qui continuent de dynamiser le marché de l’emploi.
2- Pour le pays partenaire.
Le coût de la main d’œuvre réduit
Réduction des coûts de production.
Acquisition de nouveaux marchés.
La loi gabonaise est un frein à la coopération décentralisée
Au Gabon, selon l'article 232, alinéa 1 de la loi organique n°15/96 susmentionnée, «les collectivités locales disposent d'un pouvoir de décision dans tous les domaines de compétence qui leur sont transférés par la loi». Seulement, ce pouvoir de décision mérite d’être effectif par un renfort de la politique de décentralisation grâce au transfert réel des ressources et des compétences.
L’indépendance financière est la condition sine qua non de la décentralisation administrative.
Veillez à ce qu’elles bénéficient d’une certaine autonomie de décision et disposent de leur propre budget sous la surveillance d’un représentant de l’État. Cette autonomie permettra de traiter la diversité des situations afin d’y apporter des réponses adaptées localement.
En conclusion, nous allons nous atteler à favoriser les échanges et les interactions économiques et sociales nord-sud et sud-sud, en accord avec les engagements internationaux du Gabon et qui se limitent au domaine de compétences des collectivités locales. Car pour l’heure, aucune convention ne peut être passée entre une collectivité locale ou un groupement de collectivités locales gabonaises et un Etat étranger selon l’article 199 de la Loi organique N° 001/2014 du 14/06/2015 relative à la décentralisation).
